Signet North America’s NFPA 470 Hazardous Materials/WMD Incident Commander course prepares you to command a chemical incident — not just run a command structure. Within the Incident Command System framework, you’ll develop the judgment a Hazmat IC needs when the product, not the org chart, is driving the incident: interpreting material and container behaviors, choosing the right operational modes, and building plans that hold up as conditions change.
Signet North America’s NFPA 470 Hazardous Materials/WMD Incident Commander course builds the competencies and professional qualifications for the Hazmat IC role as outlined in Chapters 12–13 of the 2022 NFPA 470 standard and aligned with OSHA 29 CFR 1910.120(q)(6)(v). You’ll work through the full command sequence the standard is built around — analyze, plan, implement, evaluate, terminate. That means assessing the hazmat or WMD problem and evaluating risk; selecting the operational mode (offensive, defensive, or nonintervention); approving the level of PPE and the decontamination process; developing an incident action plan that includes a site safety and control plan; implementing ICS and directing resources; and terminating the response properly through transfer of command, debriefing, multi-agency critique, and documentation that holds up to review.

This course is designed for fire officers, emergency response leaders, law enforcement commanders, EMS personnel, and other responders who may assume the Incident Commander role during hazardous materials or WMD incidents. You should have a background in hazardous materials response operations and a working knowledge of the Incident Command System. Prior completion of NFPA 470 Operations-Level competencies is recommended, and is required to serve in this capacity per NFPA 470. Like all Signet training, this course is delivered on your site by current and former responders, customized to how your jurisdiction actually operates. Upon completion, you’ll receive a Certificate of Completion from Signet North America.
