Our team boasts over 150 years of combined experience in emergency response and training. We don’t just show you what to do and how to do it, we explain the all-important “WHY”, drawing on real-world expertise to create the most effective training possible.

Our Team

Todd Skoglund, M.Ed.

Founder / President / Instructor

Todd began his emergency response career in 1993 as a firefighter in Pueblo West, Colorado, and joined the instructional team at the AAR’s Emergency Response Training Center (now SERTC) the following year. There, he served as Lead Instructor for 11 years before founding Signet North America in 2006.

Over the past 30 years, Todd has trained thousands of emergency responders across the U.S., Canada, Europe, South America, and Kazakhstan. He’s widely known for constantly developing unique, innovative, and engaging hands-on activities, training techniques, and demonstrations now used by many other instructors, companies, and training organizations throughout North America. In addition to his work as a popular educator and conference speaker, he also served as a hazmat consultant during the 2008 Democratic National Convention in Denver, CO.

Todd holds a Master’s Degree in Education and a Bachelor’s Degree in Organizational Management.

Mike Becker

Operations Director / Instructor

Mike is a veteran emergency responder and instructor with over 40 years of experience in the fire service. He began his career in New Jersey in 1981 before relocating to Colorado, where he joined the City of Longmont Fire Department in 1995 and served until his retirement as Battalion Chief in 2025.

Mike has been teaching hazardous materials response since 1999, training thousands of responders across the U.S. and Canada. He has served on multiple regional and national working groups, including the Boulder County LEPC, IAFC Hazmat Fusion Center Subcommittee, North Central Region Hazmat Grant Subcommittee, and the Metropolitan Medical Response System. He was also a subject matter expert for the Hazmat Coordination Center during the 2008 Democratic National Convention in Denver.

Since joining Signet North America in 2007, Mike has been instrumental in our international success. His deep field experience and instructional expertise have made him one of the most respected and sought-after hazmat instructors in North America.

Tony Arcuri

Logistics Manager/ Instructor

Tony Arcuri is a veteran fire service professional with over 25 years of emergency response and instructional experience. He began his career with West Metro Fire Protection District in 1998 and joined the hazmat ranks in 2009. Since 2014, he has served as a member of the Adams/JeffCo Hazardous Materials Response Authority and helped lead West Metro’s transition to a standalone hazmat team in 2023.

Tony is a key figure on the West Metro Hazmat Team, where he oversees the department’s air monitoring program and develops training for both the West Metro Recruit Academy and Red Rocks Community College. His instructional specialties include petroleum refinery operations, advanced chemical/biological response, radiological incidents, and FTIR analysis with RedWave Technology.

Since joining Signet in 2016, Tony has become one of our most popular and versatile instructors.  Adding to his popularity, Tony pilots the crowd-favorite Firefighter Funny Car Supercharger at races nationwide when he’s not training the next generation of responders.

Tracie Skoglund

Administrative Director

Tracie has been Signet’s Logistics Coordinator since 2010, took on the role of General Manager in 2015, and since 2016 has been our Administrative Services Director, all while providing the occasionally necessary Adult Supervision to the rest of the team. Chances are, anyone who has interacted with Signet over the past decade has had the opportunity to collaborate directly with Tracie and knows firsthand that she is the glue that holds everything together.

Moreover, Tracie brings a wealth of experience in education herself, contributing nearly thirty years as an educator in public schools, specializing in science education. In fact, some of Signet’s most well-received classroom demonstrations and activities have been directly or indirectly inspired by her innovative teaching methods.

Shane Baird

Instructor

Shane Baird brings over 30 years of real-world emergency response experience to every class he teaches. He began his career in 1994 with La Plata County Search and Rescue and has since worked as a firefighter/paramedic, flight medic, tactical team medic, and hazmat specialist across fire/EMS, air medicine, SAR, and USAR.

He’s trained responders from fire departments, hospitals, OEMs, the National Park Service, and federal agencies including the Department of Defense and Department of Homeland Security. Shane is also a frequent speaker at state and national conferences, sharing insights on EMS, technical rescue, hazmat, and leadership.

He currently serves as EMS Coordinator for the Telluride Fire Protection District and remains actively involved in emergency response initiatives across Colorado.

Chris Wetzel

Instructor

Chris is a seasoned emergency services professional with over 15 years of experience in fire, EMS, and hazardous materials response. He serves as a Lieutenant and Co-Team Lead for the Boulder County Hazardous Materials Team, where he oversees the training and operational readiness of more than 100 hazmat technicians.

Chris develops and delivers specialized training on hazmat operations, air monitoring, toxicology, and incident command for both public agencies and private industry. He has extensive experience working with petrochemicals, oxidizers, pesticides, and corrosives, and brings deep expertise in CBRN response, terrorism preparedness, and WMD scenarios.

In addition to his hazmat work, Chris is also an AHA-certified instructor in BLS, ACLS, and PALS, reflecting his focus on cross-sector coordination in hazardous materials response.

Joe Mathews

Instructor

Joe is a U.S. Marine Corps veteran with over 15 years of experience in emergency response, management, and training. He began his career in 2010 with the Laramie Fire Department and was appointed in 2015 by the Wyoming Department of Homeland Security as Regional Response Coordinator for Regional Response Team 3. In that role, he oversees multi-agency operations across an 11,000-square-mile region and manages more than $1 million in grant-funded training and equipment.

Promoted to Company Officer in 2018, Joe also leads operational programs within the department, including equipment procurement and maintenance. He serves as a medic on the City of Laramie Special Response Team (SWAT) and is a member of the Hazardous Devices Team (EOD), with specialized experience in hazmat response and interagency coordination with federal partners like the U.S. Army CST and Department of Energy.

Gale Holderman

Instructor

Gale Holderman brings over 40 years of experience in hazmat, law enforcement, firefighting, EMS, and emergency management. He spent 34 years with the Pueblo County Sheriff’s Office, where he served as a patrol officer, Lieutenant, Training Sergeant, and Acting Director of the Pueblo Law Enforcement Academy. He also worked as a firefighter/EMT and hazmat responder for 24 years.

As Colorado’s Southern Region Homeland Security Coordinator, Gale led regional training and response efforts focused on hazmat, terrorism, and WMD incidents. He later spent 13 years as a lead instructor and course developer at the Security and Emergency Response Training Center (SERTC), training federal agencies, industry personnel, and responders nationwide.

Gale is a certified FEMA Exercise Evaluator and Planner and has taught a wide range of courses in tactical response, explosives, hazmat transport, WMD operations, and leadership.

Joe Floyd

Instructor

Joe Floyd is a fire service professional with over 21 years of experience, including 13 years with West Metro Fire/Rescue, 8 years as a volunteer firefighter, and 4 years as a 911 dispatcher and call center manager. His tactical experience spans wildland firefighting, paramedicine, technical rescue, hazardous materials, and vehicle extrication.

He currently serves on West Metro’s primary hazmat response team and is part of the Adams/JeffCo Hazardous Materials Response Authority. He also leads hazmat operations training for the department’s recruit academy.

In addition to his field responsibilities, Joe has taught at fire academies for over five years. He is certified as a Fire Instructor I and Evaluator II, is authorized to administer certification exams under the Colorado Metropolitan Certification Board, and contributes to regional firefighter development.
